APC Maximus HD grade-level enclosure

OSP Materials is the manufacturers’ representative for American Polymer Company (APC) across Michigan, Indiana, and Ohio, and we quote APC orders directly. We help contractors, utilities, and broadband builders specify and source APC’s grade-level enclosures: tier-rated handholes, vaults, and pull boxes that protect fiber splices, slack, and equipment where the network comes up to grade.

Why APC enclosures

Every buried fiber route needs access points, and the handhole is the part of the plant crews open, lift, drive past, and dig around for decades. APC launched in 2019 with a team from polymer and traditional concrete manufacturing, with a mission to make the best grade-level enclosures on the market. Today APC makes three main lines: Maximus™ HD composite, Legacy Series™ polymer concrete, and Atlas™ light-duty thermoplastic, plus traffic-rated Legacy Series™ H20. APC builds its enclosures at its own plants in Florida and Texas, and says its products meet or exceed ANSI/SCTE 77 2023, Telcordia GR-902-CORE, and Western Underground Committee Guide 3.6.

What OSP Materials helps you specify

  • Load rating matched to placement: light duty for greenbelt and drop locations, Tier 15/Tier 22 for sidewalk and right-of-way, H20 for deliberate traffic
  • Material: lightweight composite (Maximus™ HD), polymer concrete (Legacy Series™), or thermoplastic (Atlas™)
  • Footprint and depth for splice closures, slack loops, and the conduit count at each location
  • Cover options: one-piece or multi-piece covers, utility markings (APC’s BABA list includes Atlas™ covers marked Fiber, Electric, or Blank), and marking plates with your own text or logo
  • Entries and interior: knockouts, mouseholes, conduit entries, cable racking, dividers
  • Locating, grounding, and bonding: EMS locators and grounding/bonding options. Pair with Copperhead tracer wire for the full locate circuit
  • Spec documentation: spec sheets, DOT approval sheets, and APC’s BABA self-certification list for BEAD-funded projects

Maximus™ HD: lightweight composite, Tier 15 & Tier 22

APC describes Maximus™ HD as patented, tier-rated composite enclosures that perform like polymer concrete “at half the weight.” According to APC:

  • Rated to both Tier 15 and Tier 22, independently, with a one-piece monolithic body that doesn’t need support bars
  • Nestable flared design. APC says this fits up to 150% more units per truckload than traditional polymer concrete and gives up to 60% more interior volume than a polymer concrete box of the same size, which means more room for cable, slack, and closures
  • Covers designed to be lifted by one person under NIOSH lifting guidance (APC says its lightweight covers are under 51 lb)
  • Easy to field-modify with ordinary cordless tools. APC’s guide says to remove no more than 25% of material from any side and to cut only in the flat areas
  • Exterior footer designed to resist frost heave, plus brush-fire testing. APC reports a Maximus™ HD unit still passed Tier 15 and Tier 22 loads after a 22-minute brush-fire test
  • Made with recycled content

Legacy Series™: polymer concrete, Tier 15 & Tier 22

APC makes its Legacy Series™ from high-quality aggregates and proprietary resin systems that form a cross-linked bond. APC says this gives the line strength, freeze/thaw resistance, and chemical resistance, and that it is lighter than traditional concrete. Lightweight composite covers come standard on the most popular sizes. APC rates the line to Tier 15 and Tier 22 independently with its AllTier™ technology.

Legacy Series™ H20: traffic-rated

For locations that get deliberate traffic, such as loading zones, parking lots, and alleys. APC combines a polymer concrete body with a galvanized steel frame and cover, and says it meets H20 loading when properly installed. Sizes: 1118, 1324, 1730, 2424, 2436, 3048, 3636.

Atlas™: light-duty thermoplastic

Atlas™ is APC’s light-duty, UV-resistant thermoplastic line for pedestrian-only and greenbelt locations, such as residential fiber drops. APC says Atlas™ is built to the ANSI/SCTE light-duty test load of 3,000 lb, is made from recycled content, and nests for shipping. Sizes: 0910 (9" round), 1015, 1324, 1419, 1730. APC’s BABA list includes Atlas™ covers marked Blank, Electric, and Fiber.

*Sizes come from APC’s website and June 2026 brochure. A few depths differ between the two sources, so OSP Materials confirms the exact depth and part number with every quote.

Load ratings at a glance (ANSI/SCTE 77)

From APC’s brochure summary of ANSI/SCTE 77 2023 (vertical test loads):

RatingTypical placementVertical test load
Light DutyPedestrian traffic only3,000 lb
Tier 5Sidewalk, occasional non-deliberate vehicles7,500 lb
Tier 8Sidewalk, non-deliberate vehicles12,000 lb
Tier 15Driveway, parking lot, off-roadway; occasional non-deliberate heavy vehicles22,500 lb
Tier 22Driveway, parking lot, off-roadway; occasional non-deliberate heavy vehicles33,750 lb
H20Deliberate traffic: loading zones, parking lots, alleysPer ASTM C1802 / AASHTO M306

Tier 22 isn’t automatically stronger than Tier 15. APC notes that the two tests use different load plates. A box can pass Tier 22 and still fail Tier 15. APC rates Maximus™ HD and Legacy Series™ to both tiers independently and marks them that way. When you write a spec, call out both tiers.

APC FAQ

What APC enclosure lines does OSP Materials represent?

All of APC's grade-level enclosure lines: Maximus™ HD composite (Tier 15 and Tier 22), Legacy Series™ polymer concrete (Tier 15 and Tier 22), Legacy Series™ H20 for deliberate traffic, and Atlas™ light-duty thermoplastic.

What's the difference between Maximus™ HD and Legacy Series™?

Both are rated to Tier 15 and Tier 22. Maximus™ HD is a nesting composite box that APC says is about half the weight of polymer concrete and easy to field-modify. Legacy Series™ is APC's polymer concrete line, with more sizes, up to 48" × 96".

Is a Tier 22 handhole always stronger than Tier 15?

Not necessarily. APC notes the two tests use different load plates, so a box can pass Tier 22 and fail Tier 15. APC rates Maximus™ HD and Legacy Series™ to both tiers independently.

Are APC enclosures BABA compliant for BEAD projects?

APC publishes a self-certified list of BABA-compliant products for the BEAD program, covering specific part numbers made in Texas and Florida. Send us your part numbers and we'll check them against APC's current list.

Are APC handholes DOT approved in Indiana and Ohio?

APC publishes approval sheets for Indiana (INDOT) and Ohio (ODOT) covering specific sizes. Ask us for the current sheet for your project. For Michigan, contact us about the agency requirements on your job.

Can I get custom markings on the covers?

Yes. APC offers marking plates for Maximus™ HD and Legacy Series™ and says there are no artwork fees or minimums. Ask about custom text or logos.

How do I buy APC enclosures in Michigan, Indiana, or Ohio?
